i think national security was the excuse they used

Okay, but what does that mean? Was the implication that China was somehow using exports to physically attack USA? Or that it would be detrimental to USian markets and companies? If the latter - then "national security" is just economic motivation

Chips are used in guided missiles and remote targeting systems. China is capable of making the chips for these purposes already, but at greater cost and lower yield due to not yet having EUV capability.
